Where there is a lake on a stream, streamflows into the lake and the flow below the lake are both given.  Comparing the two flows will some idea of what water management in that area is doing. 

For example.  Earlier in the year, stream flows on the Big Thompson above Lake Estes were in the 300 to 400 CFS range.  Below the Lake, the flows were in the 125 range.  From this information, I would assume Estes Park was refilling Lake Estes.  If streamflows above were in the 600 CFS range and below in the 175 range, you may want to fish below the lake
